Regional Representation & Executive Committee

NCUC operates through a Regional Executive Committee structure, ensuring representation across all ICANN regions: Africa, Asia-Pacific, Europe, Latin America & Caribbean, and North America.

Regional representatives facilitate engagement, support outreach, and ensure that local perspectives inform global policy discussions.

NCUC in ICANN

ICANN (Internet Corporation for Assigned Names and Numbers)

NCUC is the primary voice for non-commercial civil society interests within ICANN’s multistakeholder model. It ensures that public interest considerations—such as human rights, free expression, digital rights, and privacy—are represented alongside commercial and technical interests in global domain name policy decisions.

GNSO (Generic Names Supporting Organization)

The GNSO is the policy-development body within ICANN responsible for generic top-level domains (gTLDs like .org, .com, .anything). NCUC operates inside the GNSO framework to influence policies related to domain registration, WHOIS privacy, and DNS governance.

NCSG (Non-Commercial Stakeholder Group)

NCSG is the umbrella organizational body within the GNSO created to represent non-commercial interests. NCUC is a constituency housed directly inside the NCSG (alongside the Not-for-Profit Operational Concerns Constituency, NPOC). Individual members and civil society organizations join NCUC, and NCUC coordinates with NCSG to elect representatives to the GNSO Council.

NomCom is ICANN’s independent body responsible for selecting leadership positions across ICANN, including members of the ICANN Board of Directors and the GNSO Council. Through its placement within the NCSG, NCUC contributes input and delegates to NomCom to ensure non-commercial perspectives are factored into ICANN’s leadership selections.

GNSO Representation

NCUC contributes to global policy development through representation in the Generic Names Supporting Organization (GNSO). NCUC representatives participate in policy discussions, contribute to decision-making, and ensure that non-commercial perspectives are reflected in DNS governance.

ICANN NomCom Representation

NCUC also participates in the ICANN Nominating Committee (NomCom), which is responsible for selecting leadership across ICANN structures. Through this role, NCUC supports the selection of diverse, qualified, and balanced leadership within ICANN.
